In its 'advisory report on balances' 114, VRWB intentionally shied away from a discussion about percentages for distributing the financial resources for R&D, but oriented itself towards the core question: "how can Flanders achieve an optimal and general societal and economic return from government investments in R&D?"
The Flemish government has extended innovation instruments which affect all links of the innovation chain. Each link in the innovation chain is important and should be supported and extended adequately in equilibrium with all other links. Good collaboration and interaction between research and innovation sectors is crucially important. A condition in this regard is that individual players are themselves made stronger so as to provide services at the world level.
As per the opinion, all instruments, in terms of budget and contents, are available for reinforcing players, but those instruments which promote meaningful collaboration between the corporate sector and knowledge institutions should be reinforced on priority.
