Flemish minister for innovation Ingrid Lieten sees an important role for the VRWI to help design the strategic innovation policy, including through the establishment and coordination of innovation directing groups (iRG). Within this innovation directing groups are a limited number of innovation leaders and experts braught together with a dual purpose, namely
1. Design and advice of focused innovation strategies
2. Platform for collaboration and directing the implementation of these strategies
The groups will delineate a strategic innovation agenda for the medium-term. This provides clear strategic and operational objectives, measurable indicators and a roadmap to deal with the social and economic challenges in question.
The VRWI started innovation directing groups around the following themes:

* Chemistry
* Social Innovation
